Charles Michel, President of the European Council, previously said that discussions were still ongoing:

As you said, EU members will introduce innovation independently at national level, but member state cards through an EU-wide solution, they will be valid throughout the EU. This will allow the digital vaccination card to travel more freely within the community, and the new solution could also be the basis for people from outside the EU to enter the EU.

He stressed that the implementation of the new institution does not mean at all that only those who have a digital vaccination certificate can travel. “There is still no political decision” on this issue.

He explained that due to the low vaccination rate, all this “is not yet an issue, but you have to be prepared.” Development could take three months, Angela Merkel explained.
