When and who will be fined?
The inspection team, reinforced with the staff of the Metropolitan Municipality Police Directorate, will pay an additional fee to passengers who do not comply with the regulations on the mandatory use of a mask as of Thursday, September 10, 2020.
Why is there no preparation period?
Because on public transport flights from April 27, 2020, that is, for more than four months, it is mandatory to wear a mask or, failing that, a handkerchief, possibly a handkerchief, that is, passengers have been wearing a long time familiar with the regulations. By the way, we are drawing attention to these rules with all the means at our disposal now and in recent months: with posters on the outside and inside of vehicles, with information aloud in vehicles and subway stations, with displays on public messaging screens, at the entrances to the customer service center, on social media with countless entries, public relations campaigns, on various television and radio channels.
Will there be a fine on the spot or by check as a surcharge for clicking?
Non-compliant passengers will be charged a surcharge as part of the “normal” surcharge process. According to BKK business rules, the amount of the surcharge is HUF 8,000 paid on the spot or at BKK customer service centers within 2 days after the surcharge, and HUF 16,000 is paid by check.
How will you check the absence or irregular use of the mask? What does irregular use mean? What happens if you only wear the mask on the flight?
According to current legislation on the obligation to wear a mask, the mask (or scarf, shawl) must be worn so that it covers both the nose and the mouth. According to the regulations, you can only stay with a mask not only while traveling, but also at stops. Since the purpose of the BKK is not to provide additional remuneration, but to prevent and slow the spread of the epidemic, inspectors first draw attention to law-abiding behavior and apply sanctions only to those who do not cooperate.
Where does the money from the fines go?
The entire recharge process does not differentiate between being recharged for circumventing behavior or traveling without a valid ticket or pass.
And the homeless?
Our colleagues verify that passengers comply with the travel conditions and charge a surcharge to those who travel without a valid ticket, pass and / or mask. There is no need for a fixed penalty, a single surcharge is imposed even in the case of a “double offense”.
Will they share more masks than in spring? If so, who finances it and with what?
BKK does not plan another mask division. In the spring, when the rule was introduced, we distributed around 80,000 masks in Budapest. At that time it was even more difficult to get masks at home, but since then it has been possible to buy protective equipment in countless places. In addition, as we have written, the obligation to wear a mask is not a new measure, since it has been in force since April 27.
