He ran in the 1988 presidential election, but was embroiled in plagiarism scandals during the campaign. He was first accused of stealing a speech by Neil Kinnock, the then leader of the British Labor Party, and later revealed that he had also borrowed some thoughts from John F. Kennedy, the only American Catholic president to date, without reference.

Furthermore, in his speeches he repeatedly exaggerated his previous successes, embellishing his college achievements, for example. He finally dropped out in September 1987 and was hospitalized with a stroke a few months later. He underwent surgery, but a few months later, in May 1988, complications arose that forced him to undergo another brain surgery.

He was involved in the development of the fight against organized crime and drug policy in the Judicial Committee, and later chaired the Senate Foreign Relations Committee for years. However, nationally and globally, he was known for being elected vice presidential candidate by Barack Obama in 2008 and, after his successful campaign, was his deputy for eight years, from 2009 to 2017.
