According to the communication, the so-called convenience fee for electronic sales will not have to be paid in the future under the draft law on the uniform electronic sale of certain public services. The draft also establishes a system for the operation of the mobile payment platform in a new concession system. Today, “mobile payment”, that is, the uniform nationwide purchase of electronic public services available to all, is provided by a state-owned trading company, Nemzeti Mobilfizetési Zrt.

The proposal introduces a concession system so that the winner of the concession tender can operate the mobile payment platform for a limited period of time.

For this purpose, it will specify, among others, the persons empowered to issue the concession tender, the duration of the concession and the main obligations of the concession winner.

It was also written that, according to the draft, the winner of the concession tender could not participate in “retail” activities, only the operation of the platform, that is, the “wholesale” tasks would continue to be performed by a market actor at through the reseller network.

The concession process can begin in 2021 and, once completed, it is expected to start operating under the new model in 2022. Public car parks, highway tolls, tolls and electronic purchasing of public transport services are planned are available in the current system until the concession procedure is concluded, ITM added.
