The Secretary of State emphasized that the decision was the result of a year of preparatory work. Under the leadership of Undersecretary of State Anikó Krucsainé Herter, the Ministry collected over many months which areas of cultural life suffered as a result of the pandemic. In parallel, they also looked at what savings they could make and what “extremely effective” steps they could take to cut costs. As a result of these two, the HUF 13 billion budget was met.

Péter Fekete added that institutions, organizations and stakeholders struggling with deficits and operational difficulties will be addressed through so-called restricted tenders. The grants will basically serve as a complement to the operations.

The Secretary of State recalled that every Wednesday he conducts an online workshop with the heads of some 300 cultural institutions, where there is agreement on priorities. According to this, the first is the protection of human life, the second is the preservation of jobs, that is, institutions should function in such a way that no one has to be fired, let alone paid. However, he added that this poses a serious difficulty, as they struggle on the one hand with a lack of resources and on the other hand with the need to find out what kind of work they can provide workers in the new circumstances. In other words, the directors of the institutions had to change the work system, which sometimes involved additional costs and additional tasks, and additional support could also be used for these.
