Distinguishing between people is constitutional if it is not arbitrary. However, there is still no decision and people can have their say in the national consultation.
The government would definitely grant a quarantine exemption.

Published in the Hungarian Gazette and Government Decree 60/2021 has already entered into force, according to which the certification against protection against coronavirus
- recovery from COVID-19 within a specified time (this can be demonstrated in two ways, see below), or
- is carried out with a vaccination certificate (if necessary, two vaccines) with a vaccine approved in the European Union and Hungary.
The certificate of protection and the application can be used to demonstrate protection against coronavirus (see below).
The validity date of the card will be the same day of the sixth month following the day you recovered from the infection or, if there is no such day in the month, the last day of the month.
The day of recovery from the infection is registered in the Electronic Health Services Area (CESE),
- the date of the last positive molecular biology test for coronavirus or a negative result of a molecular biology test for coronavirus with negative result, –
- in the absence of a negative coronavirus molecular biology test, on the 10th day following the date of the last positive coronavirus antigen rapid test or molecular biology test.
In the case of vaccination, an expiration date is not specified. However, if a rapid antigen test or molecular biological test for the detection of a coronavirus with positive results is not registered at the EESC, the person in question has been examined in a laboratory by a healthcare provider operating in Hungary in accordance with the standards for health professionals.

Who issues the protection certificate and when?
The protection card also contains the indication of individual data in English, the card for the eligible natural person is the Government Office of the capital city of Budapest.
- before March 1, 2021 in the case of recovery from infection until March 15, 2021,
- in the case of recovery from infection after March 1, 2021, within 8 days after the date of recovery from infection,
- if the primary immunization, if two vaccines are required, the second vaccination was administered before March 1, 2021, before March 15, 2021,
- If the primary immunization, if two vaccines are required, the second vaccine is administered after March 1, 2021, it will be issued ex officio within 8 days.

The EESC operator will facilitate the vaccine request to those interested. The application confirms the vaccination of the person concerned after identification of the person concerned, on the basis of data obtained from the EESC. The application shows a) the name of the person concerned, b) the number of affected TAJs, c) the time of vaccination, the type of vaccination, d) the fact of protection against infection or its absence.
