Ursula von der Leyen announced that an agreement will soon be signed with the two companies to purchase the vaccines. According to the September panel, a planned contract based on the joint EU procurement would allow all EU member states to purchase the vaccine, as well as allow low- and middle-income countries to receive it as a donation. The executive body of the Union is expected to provide, on behalf of all EU Member States, a framework contract for the first 200 million lots and the possibility of another 100 million lots.

The EU adopted its so-called European Vaccine Strategy in mid-June, which aims to provide high-quality, safe, effective and affordable vaccines to all European citizens within 12 to 18 months. To this end, the Committee, together with the Member States, will make ex ante market commitments with vaccine manufacturers.
