The change was revealed in the Hungarian Gazette on Friday evening.

The National Concessions Office will be the central office in charge of preparing decisions on state concession activities, proposing “the transfer of the temporary right to exercise certain exclusive state economic activities under a concession contract” and developing a common methodology and control system.

A concession is a license granted by the state or a municipality by virtue of which it transfers the right to carry out the activities specified by law in a fixed-term contract by granting the holder a limited market monopoly. There was a lot of talk recently about this about casinos and traffic.

The office, which will be chaired by a president, will be headed by Prime Minister Antal Rogán, and consequently the powers of the Minister of Justice and the minister without portfolio responsible for the management of the national heritage have been reduced. Rogán was appointed to act as the minister responsible for the issue of the concession activity or the minister responsible for the inspection of state property, if the government so decided.

At the same time, the Minister of Finance was requested to transfer HUF 226 million from the Central Balance Settlement Fund to the new office.

Government decrees are rarely given reasons, and only later, so it is not clear why the government deemed it necessary to establish a new institution 29 years after the adoption of the Concessions Law, which is still in force.
