Mateusz Morawiecki rejected the president’s proposal for a judicial review of budget conditionality.

Polish Prime Minister Mateusz Morawiecki rejected Wednesday’s proposal by the President of the European Commission (EC), Ursula von der Leyen, to take the doubts of Poland and Hungary about the EU budget conditionality before the Court of Justice of the Union European. Morawiecki stressed that only acts adopted by the European Union can be challenged in the Court of Justice of the European Union.

Von der Leyen called for a speedy adoption of the seven-year budget of the European Union (EU) and a fund to repair the damage caused by the coronavirus epidemic in the plenary of the European Parliament (EP). According to him, countries that have doubts about linking the payment of EU funds to the rule of law can go to the Court of Justice of the European Communities.

Due to the rule of law, the budget deal was rejected at ambassadorial level by Hungary and Poland last week, and the veto reached a quarter-hour debate at the EU summit. Hungarian Prime Minister Viktor Orbán emigrated and explained the move, which infuriated György Soros.

Responding to a journalist’s question about the EC president’s statement, Morawiecki emphasized at a press conference in Warsaw that for a law to be brought before the Court of Justice of the European Union, the document must first be approved. “And we strongly reject the adoption of legislation that annuls the founding treaties of the EU,” reiterated the Polish prime minister.

It is a new element in the debate on the rule of law and the budget. Top Popular Party politicians say that anyone who has a problem with the applicability of the rule of law should apply to the European Court of Justice for a legal decision on the matter. The issue was debated by the European Parliament, and on Thursday the Hungarian and Polish prime ministers will agree.
