An agreement on the rule of law has been reached between the Member States and the European Parliament. According to early news, the EP has managed to enforce most of its demands to link the rule of law and EU payments, something the Hungarian government has protested from the start.

The agreement reached by member state leaders in July was just that the financial consequences could only be to the detriment of the Union’s financial interests, but the European Parliament had already indicated that it would only support a broader EU budget proposal that include the rule of law.

Katalin Cseh MEP, a member of the EP negotiating delegation, told the eurologist a few minutes after the agreement: She also claims that, after many years, there is finally a guarantee in the hands of the European Union that can link the payment of money from the EU to the guarantees of the rule of law “.

Katalin Cseh added that it was very important to the EP that no action made it impossible for the end users, ie the final beneficiaries of the grants, to receive the amounts awarded. This agreement also clarified this, and the parties agreed on the details.

Although the Council delegation accepted this agreement, the Orbán government has consistently opposed these efforts in its statements thus far. It has been stated on several occasions that if such content is included in the legislation, the Hungarian Parliament will not give its consent for the EU to go into debt to the value of 750 billion euros. This would make it impossible to launch and operate the EU economic reconstruction package across Europe.

The agreement was also confirmed by the European Council.
