In the conclusions, the Member States believed in the values enshrined in Article 2 of the Treaty on the Functioning of the Union and in the protection of the Community’s financial interests, including an effective common budget.
Reconciling the two principles and causing the satisfaction of all Member States will be as difficult for the Presidency-in-Office as quadrupling the circle.
