Half a year after the spring outbreak of the coronavirus pandemic, the second wave of the pandemic has arrived. The radical increase in the number of infected is forcing more and more countries to re-impose restrictions, despite the fact that the world economy has not even recovered from the effects of the spring outbreak. A few minutes before midnight, that is, before it came into force, the hardening decree introduced due to the coronavirus epidemic was published in the Hungarian Gazette. Prime Minister Viktor Orbán already outlined the most important changes on Monday night, but some detailed rules have just been revealed.

According to this, the emergency situation developed throughout the territory of Hungary from midnight, and the government appointed the prime minister as a member of the government responsible for dealing with the consequences of the coronavirus pandemic. He will be assisted in the performance of his functions by the Operational Tribe and extraordinary measures will be established in special government decrees.

The government is constantly reviewing the need for an emergency.

The departure restriction will take effect between midnight and 5 a.m., which means that everyone must remain in their place of residence, stay or accommodation.

An exception is if someone is working, going to or coming home from work, possibly “in a situation that threatens health, threatens life or serious injury, and for the purpose of protecting life” on the street.

The greatest rigor affects nightclubs:

on Wednesdays from zero o’clock it is forbidden to be in an event where music is played and where there is no exchange seat.

Based on this, nightclubs and concerts on the battlefield can be forgotten for a while. However, pubs are not in danger, as music is not the main activity there.

While there may be spectators at cultural events, cinemas, theaters and sporting events, the conditions will be stricter than before. In the auditorium, with the exception of the cabins, visitors

they can only occupy one in three seats, two seats must be left empty between two spectators and the seats immediately one behind the other must not be occupied,

provided that a distance of 1.5 meters is provided, if possible, side by side and between those sitting in different rows. A protective distance must be maintained throughout the event, including the event buffet and lobby.

Compliance with the rules will be the responsibility of the event organizer and venue operator, and it will also be their job to exclude those who do not comply with the regulations.

You can also visit museums, libraries and community houses, but here too the mandatory distance of one and a half meters must be observed.

Compliance with obligations is supervised by the police. If an irregularity is found somewhere, they are first warned and then fined 100,000 to 1,000,000 guilders. The police can order the closure of venues for up to one year, except for sporting events. In the case of the latter, the sanction that can be imposed is that at least one but not more than ten sporting events must be held in the place without spectators, in the form of a closed door.

Municipalities in pincers

The government decree also decided that in Budapest and in cities with county status, public transport companies must prepare a flight compression plan for the periods between 7 a.m. and 9 a.m. on weekdays and between 3 a.m. pm and 7 pm. They have a total of one day left, the deadline is November 5.

The plan must then be submitted to government agencies for approval. If public transport companies do not implement it later, they can expect heavy fines.

The government also provided free parking again across the country. In addition, the rules of use of masks are maintained, who does not follow them, can be punished from five thousand florins to one hundred fifty thousand florins, in case of repeat offense up to two hundred thousand florins.
