Private events are now banned in public places in France, Prime Minister Jean Castex said at a press conference in Paris on Thursday, where he and members of his government outlined the details of a nightly curfew announced in nine major cities to curb the coronavirus epidemic.
In his television address Wednesday night, President Emmanuel Macron announced that From Saturday, from 9 am to 6 pm, nine main cities (Paris, Lille, Rouen, Saint-Etienne, Toulouse, Lyon, Grenoble, Aix-en-Provence and Marseille and Montpellier) will have a curfew. The strong and rapid restriction is justified by the clear worsening of the epidemic situation since the beginning of October, according to the prime minister, after
more than a third of intensive care units in affected cities are already occupied by coronavirus patients,
and more and more people need hospital care every day.
By 9pm, everyone should be home in these cities the prime minister said a tighter restriction affects nearly a third of the population, some 20 million French.
All shops and public places must be closed for the specified period.
However, the Prime Minister also mentioned exceptions, which include, in addition to healthcare facilities, restaurants that deliver home delivery.
If someone has a ticket for a train or plane arriving or departing after 9pm, a valid ticket must be presented to the police officers patrolling the street at the time of certification. Those who return or leave work can stay on the street at night, and caring for a person in need or walking a dog is an exception to curfew.
The government is introducing a system similar to the spring general quarantine: everyone must fill out a form in advance stating the reason and time to leave. Failing that or after 9:00 p.m. in case of unjustified departure Police officers can be fined € 135 per offender, and repeat offenders can be fined six months and € 3,750.
The French prime minister also said it was in the context of a health emergency declared on Wednesday.
Private celebrations like laggis or student parties in public places are no longer banned across the country.
Jean Castex has also announced that health workers who do not take their annual leave will receive compensation of between € 110 and € 200 gross per day.
The Minister of Economy, Bruno Le Maire, indicated that companies with less than fifty employees in areas subject to curfew benefit from the government’s solidarity fund if their turnover loss reaches 50 percent. While the restriction lasts, which is expected to last six weeks, the government will reserve one billion euros to support the companies involved. Emmanuel Macron said Wednesday night: the goal is for the economy to work, for them to work, for schools, institutes, universities to be open and function.
Meanwhile, the mayor of Paris, Anne Hidalgo, has indicated that she has started talks with the Ministry of Culture to ensure that theatrical performances can be held in the capital, most of which start at 8 p.m. or later, and that the public can go home during curfew. The Prime Minister has not yet answered this question at the press conference.
