After a long wait, around Tuesday at 11:30 a.m., a decree was published in the Hungarian Gazette, which analyzes the rules for emergencies ordered by the epidemic, which will take effect from midnight.
The provisions have been raised by Prime Minister Viktor Orbán on several occasions in recent days, but the details were not known and many were wondering exactly who the rules would apply to as of Wednesday.
The decree revealed, for example, that the mandatory use of public masks only applies to settlements with more than 10,000 inhabitants, and the possibility for mayors to designate these public spaces. It is not yet mandatory to wear a mask during sports activities, as well as in parks and green areas, the decree writes, but it is at public transport stops.

- The hotels do not accept tourists, only guests arriving for business, economic or educational reasons.
- It is forbidden to carry out any type of event, including cultural events and Christmas fairs.
- Religious community ceremonies may be held at the discretion of the religious community. The Government invites religious communities to determine the rules of conduct in their ceremonies in accordance with the general rules.
- Sports matches must be held behind closed doors. Individual outdoor sports are allowed. According to applicable law, competitive athletes cannot be restricted in this activity.
- The use of leisure facilities, including in particular fitness rooms, indoor swimming pools, museums, libraries, cinemas, zoos and skating rinks is prohibited.
- Nurseries, kindergartens and primary schools are open until the eighth grade as usual, with special institutional protection measures determined by the principal. Secondary schools have been operating on a digital work schedule since the ninth grade. Colleges and universities operate at the discretion of the school principal. Universities and colleges are moving towards a digital agenda.
- Universities of higher education institutions will be closed, the Rector may establish exceptions. Residence may be granted, in particular, to foreign and cross-border students and those who comply with the official obligation of home quarantine in the dormitory.
- Private and family events (such as birthdays) can be held for up to 10 people. Funerals can be held for up to 50 people.
- Weddings can take place without a wedding, but only certain people can attend the event: the head of the ceremony or the registrar, the spouses, the spouses ‘witnesses, the parents, the spouses’ grandparents, the spouses ‘siblings and the spouses’ children of the spouses.
- Employees of hospitals, schools, kindergartens, kindergartens and those who work in a social institution must undergo weekly tests, according to an independent government decree.
The decree also stipulates that the Hungarian Armed Forces will participate in public patrols in addition to various other tasks, as well as in monitoring compliance with protection measures.
If someone violates the restrictions on wearing a mask, curfew or grouping, they commit an offense, for which a fine of a minimum of five thousand and a maximum of 500,000 HUF can be imposed.
Service providers and shops and restaurants that do not comply with the applicable regulations may be fined between 100,000 HUF and 1 million HUF, and the premises may remain closed for at least one day and a maximum of one year. There is no appeal against the decision to impose a fine under the Regulation.
As an additional decision, public transportation will be free for health workers and health students involved in the fight against the epidemic.
