FŐTÁV’s supervisory board found irregularities in a consortium agreement entered into by the previous management with Fénysziget Kft. And He-Ba Kft. Last October. A report of suspected misconduct of particularly significant value has also been made.

The public procurement procedure for the “operation of the facilities and the protection of property” began in early 2019. According to FŐTÁV, the approval sheet indicated 920 million HUF as an estimated value, the previous administration also entered these data in the electronic public procurement system. In the end, a contract worth HUF 2.96 billion was concluded, which was not reflected in the public procurement procedure or public information systems. It is written that not only the public, but also the property bodies of FŐTÁV were not informed about it.

Furthermore, according to FŐTÁV, the operation of the facility and the performance of asset protection tasks are already ensured by prior contracts and the use of internal resources. However, the previous administration terminated the previous property protection contract without justification.

Then, unusually, without a prior impact assessment, a public procurement procedure was initiated for a complex package of services. According to the announcement, the tender prohibited FŐTÁV from bidding candidates to perform only one task at a time, to the detriment of FŐTÁV, “thus unreasonably and selectively restricting the range of potential bidders.”

The investigation concluded that if the previous contract had not been terminated and the operation had been carried out within the same framework, HUF 304 million would have been saved per year. The then deputy financial director did not even sign the internal document authorizing the cost increase.

The management rejected the decision of the Public Procurement Arbitration Committee of late June, according to which “FŐTÁV established certain conditions in the public procurement tender in an irregular and abusive manner, and also announced Fénysziget Kft. And He-Ba Kft. As irregular bidders. ., because the references they gave did not correspond to the call ”, they write. This resulted in a HUF 5 million fine for FŐTÁV at that time.
