The EU treaties also provide for the so-called Plan B in the event that the final adoption of the EU’s seven-year framework budget from 2021 fails. The EU committee is preparing “technically” for this possibility, a Commission spokesman said.

In July, the European Council of EU leaders agreed on a budget of 1.8 billion euros for the next seven-year EU budget and a fund to repair the damage caused by the coronavirus epidemic. However, the agreement was not approved by the European Parliament (EP). The panel has not funded several EU programs and envisages the introduction of a conditionality mechanism to examine the rule of law in the EU budget and recovery fund in order to protect EU funds.

In early November, the German Presidency of the Council of the European Union and European Parliament negotiators reached an interim agreement on the establishment of a new set of political conditions linked to the EU budget, including the need to comply with the status of right. Rule of law conditionality could be part of the next framework budget, as well as the recovery package.
