Ernő Csonka became the president of the National Concessions Office (NKI) established in September, wrote privátbankár.hu. The NKI is under the supervision of the Prime Minister’s Office, thus Minister Antal Rogán.

However, Ernő Csonka, a lawyer and experienced public administration specialist, knew Rogán much earlier, since from December 2015 to November 2016 he was Undersecretary of State for Economic Affairs in the Prime Minister’s Office. He also served in two other ministries as Deputy Secretary of State and President of the Office of Public Administration and Justice (JAI).

As the Index reported last week, Antal Rogán will decide who will be able to operate a casino in Budapest in the future. The exact objectives of the creation of the National Concessions Office (NKI), administered by Rogán, were still conjecture in September, but now there is information on many of the tasks of the office.

According to privátbankár.hu, for example, “it proposes to transfer the temporary right of the Prime Minister’s Cabinet to exercise certain exclusive state economic activities within the framework of a concession contract”, “it participates in the performance of certain tasks related to concession tenders” and “proposes legislation on state concession activities.”

It is also new information that the NCU is expected to prepare the call for proposals and decide on the content of the call. In addition, he prepares the necessary documents for the evaluation of the concession application and makes a proposal to the Prime Minister’s Chief of Staff to sign the concession contract.

Concession contracts can be concluded before the 2022 parliamentary elections, and new casino contracts can be valid until 2034.
