It was already rumored last week that the Hungarian prime minister is willing to veto the European Union budget and recovery fund if the payment of funds to individual member states is tied to the rule of law. Prime Minister Viktor Orbán also wrote a letter to Germany, which holds the rotating presidency of the EU. It is well known that the German Presidency of the Council of the European Union and the negotiators of the European Parliament (EP) have reached an agreement on the conditionality of EU funds.

According to the draft, if the European Commission (EC) detects a violation of the rule of law or a risk of it in a Member State, it can initiate the initiation of a sanction mechanism.

The sanctions would be decided by the Council by a qualified majority on the sanctions and therefore on the possible suspension of EU funds, so that Poland and Hungary could not lift a veto.

I veto, but only political

On Monday, the Hungarian government will lift a political veto in Brussels on the issue of the EU budget for 2021-2027 and the regulation of own resources related to the recovery fund.

The portal notes that the German Presidency is asking member states for a political resolution at a meeting in Brussels this afternoon to say: what is their political position on the three legislative texts in question.

According to the economic newspaper

At this event, the Hungarian government will veto both the seven-year framework budget (MFP) and the so-called Own Resources Decision (Ord) required for the recovery fund.

It is important to emphasize that this is not a formal formal veto, that is, legal, only political.

There is a good chance that all EU budget decision-making will stop,

and there could be enormous pressure on the two Member States to allow the other 25 Member States not to be held back through EU budget decisions when the coronavirus epidemic is already on the rise and money is needed to ease crisis management as soon as possible.

Parallel to the pressure, an agreement could be launched in the background on how the rule of law could be modified so that it is already acceptable to the two Member States, so that at least all Member States reach an agreement on an MFF that requires unanimity.

Until this happens, the EU budget decided for 2020 will move one twelfth of a month from 2021.
