An amendment to the law would make it nearly impossible for single people to adopt the new government bill. On Tuesday night, a proposal to modify certain laws on justice was posted on Parliament’s website, with Minister Judit Varga as rapporteur.

The text of this includes an amendment to the Civil Code, which would simply state that a child, with the exception of adoption by relatives and the parents’ spouse, can only be adopted by spouses.

The amendment also establishes that “exceptionally, in cases specified by law and that deserve special consideration, and by performing a procedure specified in a government decree, the suitability of single persons for adoption may also be established.

The amendment to the Child Protection Act also details how special justice can be obtained:

the minister responsible for family policy, ie currently Katalin Novák, can contribute to the unique suitability of the guardianship authority.

In the explanatory memorandum of the bill, the government writes that the most appropriate form of care that provides the greatest legal and emotional security to a child is if it is adopted by their spouses.

The government also introduced a bill to amend the Basic Law on Tuesday night, hours after the Emergency Law was passed. The draft available on the parliament’s website also contains two amendments on the perception of the family and the raising of children.
