Russian and Chinese vaccines: Hungary has not requested an exceptional procedure from the EU

To date, no Member State has indicated that it wishes to use the exceptional procedure

– writes Népszava citing EU sources requesting anonymity after the document asked about unauthorized vaccines in the EU. To the question whether Hungary can authorize the use of a Russian or Chinese vaccine against the Covid19 virus without the consent of the competent EU authority, Stefan from Keersmaecker, a spokesperson for the European Commission replied:

In exceptional circumstances, a Member State of the European Union may temporarily market an unauthorized medicine or vaccine in the EU, but must take full responsibility for its decision.

The spokesperson also noted that, except in emergency situations, EU law does not allow any medicine or vaccine to enter the single market without a thorough examination and evaluation. The authorization of the European Medicines Agency means that the vaccine is safe.

Several members of the Hungarian government have already indicated that they are negotiating the purchase of Russian and Chinese vaccines, Péter Szijjártó most recently he spoke about the Russian version:
