Negotiators in the European Parliament (EP) will suspend discussions on the European Union’s seven-year budget after 2021 until a council of member governments presents a new offer, the press service of the parliamentary body announced.
The lack of commitment, the total refusal to move, is not a test. MEPs will return to the negotiating table if there is a real willingness on the part of the council to reach an agreement, the EP press service said, according to the MTI.
“Shortly after the start of the trialogue with the German Presidency of the Council and the European Commission, we had no choice but to suspend the meeting. We hope that the Council will update its negotiating mandate and return with a new proposal that takes into account the main demands of the European Parliament “. – He wrote in the statement according to MTI.
The EP expects a financial reinforcement of at least 15 EU priority programs. At the same time, it was recognized that progress had been made on own resources, inter alia, at the cost of concessions from both parties, although a number of key policy issues remained to be clarified.
“We have already lost a lot of time. However, there is no compromise on many issues. Citizens are waiting for an urgent European response. We hope that the Council presidency will show flexibility in the coming days,” the EP negotiators added.
According to the EP, the adoption of a long-term budget for the European Union is not a condition for the adoption of a package to repair the damage caused by the coronavirus epidemic. The EP had only one task to adopt the recovery plan: to issue an opinion on the draft decision on own resources. The Council cannot rule on the draft decision because, on the one hand, there is no agreement on the system of rule of law proposed by each Member State for the payment of EU funds and, on the other hand, some Member States they just want to decide on the recovery program. Relaxing from its previous position on the Union’s seven-year budget, the EP would like to reverse the cut in 15 of its most important programs, arguing that those programs would deliver on promises made by Member States.
