Tens of millions of recent scammers have withdrawn money from the bank accounts of unsuspecting victims, there have been businesses that have been made completely impossible due to so-called SIM card scammers. Customers can also do a lot for their own safety, says Magyar Nemzeti Bank (MNB)

The life of bank card holders in Hungary has changed in about three weeks, although many may not have noticed. Banks have started to use strong customer authentication on web store pages, which is required by so-called EU psd2 rules. The system will only be fully mandatory from January 1, but the central bank wants customers to face the fact that in the future they will not be able to make purchases simply with their bank card information. That is, to pay for a merchandise on the Internet with a card, you will need some other information, such as a numeric code, which reaches your phone via SMS or push message.

They compensate the customer

All this is necessary to avoid the proliferation of abuses, he said at a press conference at the MNB. Their number and proportion in Hungary has been relatively low so far, 0.006% of suspected fraud transactions in Hungary and 0.012% of the total volume of transactions were suspicious. The cases, the unapproved transactions are always reported to the supervisors by the banks and, as a general rule, the card issuing banks indemnify their clients.

In the case of an unapproved transaction, that is, if someone realizes that someone else has used their credit card without their knowledge, it is the responsibility of the payment service provider to prove that the customer was wrong. Normally, the disputed amount must be credited to the customer’s account within one business day, unless the bank suspects that the customer has cheated. In this case, the MNB must report the case.

The MNB expects banks to monitor suspicious cases themselves if they detect that certain online stores are abusing bank card data, to block it and to warn their customers if they try to buy from a suspicious location. However, customers can also do so for their own safety, for example by setting limits on individual card transactions or, if they detect suspicious cash movements, immediately blocking their credit card.

The limit of 15 thousand remains

The purchase limit for contactless bank cards without a PIN code was raised in April this year from the previous 5,000 to 15,000 guilders to protect against the coronavirus epidemic.
At the central bank, they see the change that has worked. Although there has been news in the press that the previous limit of 5,000 HUF can be reinstated, the MNB still supports the limit of 15,000 HUF, as no increasing number of abuses have been observed that would justify restoring the previous level. They put it this way: the 15,000 forint limit will probably stick with us for a long time.

Account scammers are attacking

Even after eliminating credit card fraud, customers are not completely safe as criminals try to access unsuspecting victims’ money in other ways. One of these methods is to lie to a service provider or business partner on behalf of a change to a previous account number, from now on by transferring the customer’s money to another account number. It has also happened that a company paid a lot of money to a fraudster instead of paying its supplier. In such a case, it often happens that the injured party has to pay the same bill twice, as the real partner also has to pay after the fraudster has transferred the money.

The central bank recommends that in any case when someone receives a notification of a changed account number, they check to see if there has actually been a change in the account number. If notified by email or phone, please do not ask by replying to an email or the phone number you were called to as they are likely to belong to the scammer, but please contact the original contacts at the contact details provided above .

Newly entered account numbers can also be verified against authentic records to which company they belong. It also helps prevent such fraud by sending a confirmation message to the payee after invoice payment regarding the payment details. If the problem has occurred and the amount was transferred to the scammers, the bank and the police should be reported as soon as possible, as there is a possibility that the scammers’ account will be locked before the money is lost or withdrawn through multiple accounts. After a delay of several days, it is very difficult to recover the lost amount.

Phishers don’t rest either

Another great set of scams is provided by phishing attempts. The process of these scams is as follows: the scammers create a fake website that resembles the bank’s internet login interface and tries to persuade the customer by letter or phone to enter the website where they are given their banking login details.

Due to strong customer authentication, most of these scams fail, and antivirus and spam filtering programs also filter many of those emails, and bank emails written in Hungarian with a compiler are also suspicious to many today. day. However, there are also scammers who attack with smart, well-written and compelling messages. These can be counteracted by checking in each case from whom the letter sent on behalf of the bank comes.

Appropriate antivirus and antispam programs should be installed on computers, and banking websites should always be accessed only from the address entered in the browser, never by clicking on a link provided in an email. Banks regularly point out that they never ask anyone for confidential bank details, passwords or PIN codes via email, text message or phone, if a customer receives such a message they are probably dealing with a scammer and report the incident to their Customer Service. .

SIM scammers are the most dangerous

The big predators of bank fraud are the so-called SIM scammers. They usually travel for a lot of money, steal tens of millions of guilders from a client, and their methods are highly refined. News about them has also appeared in the press, but the MNB is aware of more cases than have been made public, and there may be more cases in the police. Unscrupulous thieves have already targeted all the wealth of families and businesses, making the lives of more people and businesses impossible because of them.

Their method is to select the right target person or company that has enough cash in their account. They will look for you with a favorable offer, which can be a cheap apartment, a car, a job offer. While the message is being exchanged, the victim’s data is obtained in some way. One way to do this is to send a message in one of the messages, which when opened will allow the victim to install spyware on their computer.

This allows scammers to access the content of the computer, phone, scanned company documents, copies of addresses of signatures, IDs scanned between photos, in possession of which they request the replacement of a SIM card by contacting the mobile service provider of the victim. For example, they claim they bought another phone or old SIM cards were destroyed.

The victim can only notice that their phone is not working for some reason. Meanwhile, scammers use your phone number and banking credentials to gain full access to your account, from which they deduct tens of millions. It is very difficult to defend yourself against these scammers. However, in case of overly favorable offers, it is safe to suspect that if the phone is muted, it is worth contacting the service provider and bank immediately, and all cases should be reported to the bank immediately. In the case of corporate bank accounts, transfers of more than 10 million HUF, transactions are not always completed in 5 seconds, if the victims are fast, they have a better chance of getting their money back.
