Népszava Billions of guilders of public money have disappeared

It is increasingly likely that the previous leadership of the Hungarian Tennis Association (MTSZ) committed serious violations of the law when it paid outside companies with state funds.

The new management of MTSZ is constantly examining what has happened in the past and the further it progresses in the audit, the more depressing the outlook will be in recent years. Our document knows that based on currently available data, MTSZ has illegally paid between HUF 8-8.5 billion in public money to outside companies in the last four years. The two main beneficiaries were AZ Produkció and Open Time, respectively. According to data available on the Internet, both companies were owned by Csaba Horváth and his partner, Krisztina Tamás, was the CEO. This last person is also interesting because he was the communication manager of the MTSZ. Later, Horváth handed over the AZ Produkció to his good acquaintance, Zsolt Kovács. Kovács also owned several companies called AZ, including AZ TennisProduction, which had contracted with MTSZ to organize Davis Cup matches. In the case of investments in which public money is used, it is mandatory to announce the public procurement, as provided by law. A decision of the Board must be made on the announcement of the public procurement, and the tender must also be published in the Hungarian Gazette.

There is no trace of these in the minutes of the presidential meetings for the past four years, instead the MTSZ signed one or two page term contracts with its partners and paid them billions.

This procedure raises the suspicion of budget fraud, since in the absence of detailed accounting, it is uncontrollable how much an event that was not officially organized by the association actually cost. The former management of the MTSZ knew exactly the legal requirements, announced the public procurement procedure for smaller items (for example, for the purchase of office furniture), which it also published in the Hungarian Gazette. Deviations from this can only be made in exceptional cases, when there is no time to wait, immediate action is required (for example, if the elevator breaks down in a hospital, prompt repair or replacement is paramount).

Billions not strictly controlled

The MTSZ is not only responsible for the difficult-to-control use of billions of guilders in public money. It’s incomprehensible how Emmi was able to shell out billions to the state for years without monitoring its use item by item. In recent months, the ministry has started requesting outsourcing invoices. I know, they have been well received by the State Audit Office report on HTA Miskolc member organizations from even in Lajos Szucs elnökösködése times which is not transparent, how to cultivate HTA funds received from the state, and raises serious concerns that the alliance carries out its tasks with external companies, which, on the one hand, increases costs and, on the other hand, the legality of the use of financial support received from the state is not transparent. The SAO also did not address this issue on the merits. It has also been difficult to trace the path of public money (and it takes a long time to explore what happened in the past) because many times companies have paid the amounts received from the State to their subcontractors in cash, allowing more gimmicks to transfer. and issue invoices. it can be a hotbed of abuse. The people of Miskolc also filed a complaint with NAV in 2018, but the tax office only responded to the Borsodians’ request this year alone and confiscated documents at the tennis association.

Lajos Szucs released her hand.

The MTSZ presidency also began to take the organization’s troubled finances seriously only when the first articles were published. In the last two years, the newspapers have written more and more about the opaque finances and financial problems of the MTSZ. It appeared for the first time in Népszava in April this year.Let Lajos Szucs, former president of the HTA for HUF 3.5 billion from the consolidation of the Emmi organization. Following the submission of the request for consolidation, five of the seven members of the Bureau resigned. The Fidesz politician was defended by the government for years, but after it became public how much money was missing from the MTSZ coffers, he could no longer be held there in his post. On July 27, the Fidesz deputy, János Lázár, took his place. The politician assumed the task for a year and promised that by the end of the year he could show serious results in the investigations. The new leadership has brought charges against Attila Richter, who was HTA’s general secretary until February and said that day-to-day business after Lajos Szucs had been dealing with the alliance for a very short time.

Execution against MTSZ

AZ Teniszprodukció Kft. He began the execution against the association on July 27, when János Lázár assumed the presidency of MTSZ. The company demanded 500 billion HUF from the association, which was withdrawn from MTSZ accounts on August 26. János Lázár did not recognize the legitimacy of the claim and asked the company to reimburse the amount. The company was able to initiate enforcement because MTSZ acknowledged in a notarial deed in April that it had the right to claim AZ Tennisprodukció and promised to pay the amount. Since the company did not receive its money on time, it began to enforce the law.
