Ugandan police detained a man who wanted to enter the Kampala parliament building with his head cut off in a gift box. According to a police statement, the victim may have been a boy of five or perhaps eight years old. Law enforcement agencies assured everyone that a full investigation of the case would be carried out to bring the perpetrators to justice.

According to a law enforcement group called Parliamentary Watch Uganda, which oversees legislative affairs, the horrific package was directed at Rebecca Kadaga, the office of the speaker of parliament, writes MTI.

Kadaga’s spokesman did not respond to requests. Kadaga, in office since 2011, is a politician with the National Resistance Party in Uganda. There is currently a debate in parliament about a bill that would punish perpetrators of human victims. Proponents of the proposal say such regulation has long been needed.

Ugandans reacted in outrage to the incident on social media, with some claiming that the horrific find bears the marks of a ritual murder. They are also often converted, according to advocates and local police children victims of such crimes in the East African country.
