According to a statement from the German Ministry of Health, which holds the rotating presidency of the EU Council, the participants in the video conference agreed that those entering the EU from a high-risk area should be quarantined for at least ten days. A negative coronavirus test could further reduce quarantine time, according to the report.

The twenty-week regulations require quarantine for fourteen days for returnees from regions and countries with higher risk of infection. By agreement of the Council of Ministers, this period may be reduced to ten days. Quarantine can still be terminated with a negative test, but the first test should normally only be done after the fifth day of quarantine.

In Germany, the determination of the duration of quarantine is the responsibility of the provincial governments responsible for epidemiological control. In a briefing after a discussion with EU colleagues, Federal Health Minister Jens Spahn said he was working for provincial colleagues to develop uniform regulations across the country.

As you said, it is not about whether a solution is right or wrong, because the arguments can be lined up for not just 10 or 14, but even 20 days of quarantine. Certainly, the longer a suspected infected person is kept away from other people, the more likely it is that they will be killed and the spread of the pathogen prevented. However, in addition to health factors, economic and social impacts must also be considered.

The minister presented the calculations of the Robert Koch National Institute of Public Health (RKI), according to which two out of every 100 infected people are not controlled by the epidemiological system for four days and four days during ten days of quarantine.
