The designated Information Minister, Kojo Oppong Nkrumah, has provided a detailed update on the progress of the Right to Information (RTI) since it was passed into law in March 2019. According to him, 455 of the 526 RTI officials have been trained to occupy ministries, departments. and Agencies (MDA) as part of an ongoing effort to equip officers for successful implementation of the RTI and to ensure efficient law enforcement by public institutions.
Taking his turn on the Appointments Committee on Thursday, February 2021, the Ofoase Ayirebi legislator emphasized that the training of RTI officers was intended to educate them on RTI 989 in order to train them on the legalities of the law and how are. operate within the framework of the law.
He said, “specifically about RTI, if I can have any freedom, Mr. President, to speak briefly about this, the law passed in 2019 went into effect in 2020. We have done several things. First, we have created the RTI division in the Ministry of Information. We have trained and dispatched RTI officers to ministries, departments, and agencies across the country, as well as to MMDA and then to independent constitutional bodies. We have a roadmap that records 26 different activities to execute for the implementation of RTI.
“Mr President, I am pleased to inform the commission that currently around 18 of these activities have been completed, and that 5 are ongoing and have yet to be implemented. In terms of training and work, for example, Ministries, Departments and Agencies of the 526 officers that we need to train, we have trained 455 who are on the job today responding to the RTI requests that are coming in, ”he added.
In providing updates on the number of RTI officers trained in all districts of the country, the designated Minister for Information noted that 483 out of 552 staff members have been trained so far. He explained that so far a series of requests for information have been received and most of them have been granted access.
“In all the districts, of the 552 that we are supposed to train, we have the 483 train and they are running today. By the end of 2020, RTI units across the government received 56 requests, responded to all by granting access to 44 of them, approximately 2 of them were transferred, 4 of them forwarded, 1 request was withdrawn, 1 was denied and is now in a request for review, ”he said.
