Kojo Oppong Nkrumah, Minister of Information, has clarified that Parliament has not approved the Bill on Public Universities contrary to what is reported by some media.

The bill, on Tuesday, December 15, 2020, reached the stage of consideration after its approval in the second reading in Parliament.

However, some reports suggested that the bill had been approved by Parliament, but the Minister of Information has set out to quell those reports.

In a Twitter post, Oppong Nkrumah emphatically stated that the bill has not passed.

“For the avoidance of doubt, keep in mind that Parliament has not passed the public universities bill,” he tweeted.

The Public Universities Bill seeks to harmonize the finances, administration and governance structure of public universities in Ghana.

When the Public Universities Bill is passed, the Government of Ghana will be able to appoint a majority of the members of the University Council.

The University Council will then have the power to appoint and remove officials from public universities.

The Public Universities Bill will grant the president the power to dissolve the University Council, which will now have the power to appoint a rector.

The University Council may control the finances of the university and determine the allocation of funds.

In addition to this, there will be a proposal to change the name of four public universities by various personalities.
