Angolan authorities have opened investigations into the circumstances of the death of a doctor while in police custody in the capital Luanda, reports the Angolan news agency.

Pediatrician Silvio Dala died last week on his way to hospital after collapsing at a police station, the agency reports, citing the Interior Ministry spokesman.

Human Rights Watch researcher Zenaida Machado tweeted that the doctor was arrested for not wearing a mask in his car.

He said the death has sparked outrage in the country.

Ministry spokesman Waldemar José reportedly said that Mr. Dala was arrested for violating a presidential decree requiring the wearing of masks on public roads and inside vehicles, including private ones.

He said the doctor passed out and hit his head on the ground while waiting for someone he knew to pay the fine.
