The Commission on Human Rights and Administrative Justice (CHRAJ) recommended the removal of the director general of the Public Procurement Authority (PPA), Adjenim Boateng Adjei, following revelations contained in an investigative documentary.
The documentary, produced by Manasseh Azure Awuni, titled “Sales Contracts” contained allegations of conflict of interest, abuse of power and corruption by Mr. Adjenim Boateng Adjei.
After the broadcast, President Nana Addo Dankwa Akufo-Addo suspended the head of the PPA and subsequently forwarded the complaints contained in the documentary to the CHRAJ and the Special Prosecutor’s Office (OSP) for investigation and action.
In a detailed statement on the matter, the Commission said that it restricted its investigation to complaints of conflict of interest, since the President had referred the complaints of corruption emanating from the same documentary to the Special Prosecutor’s Office.
According to CHRAJ, Mr. Adjei was placed in various positions where his personal, relational and pecuniary interest in Talent Discovery Limited (TDL) and other companies was in conflict with the performance of his office functions.
Mr. Adjei is a director and shareholder of TDL and Francis Arhin, his brother-in-law, is a director, shareholder and CEO of the same company.
In the document seen by GhanaWeb, CHRAJ also stated that Mr. Adjei abused his high position of trust.
CHRAJ has presented the following as appropriate penalties, with explanations, for Mr. Adjei’s infractions:
“1. The Commission has determined that the Respondent is not fit to hold public office and, therefore, is disqualified from holding any public office for a period of five years. Consequently, it is hereby ordered that no appointing authority of the State shall hire or appoint the Respondent (Mr. Adjenim Boateng Adjei) in any public office, whatever his description, for said period of five (5) years as of the date of this Decision.
“2. In consequence of the above determination, His Excellency the President of the Republic of Ghana, as the appointing authority of the Respondent, must rescind the appointment of the Respondent as executive director of the PPA.
