The Coalition of National Election Observers (CODEO) says its parallel vote tabulation (PVT) has given credence to the outcome of the 2020 presidential elections as declared by the Electoral Commission (EC), which was won by President Nana Addo Dankwa Akufo -Addo.
The EC declared President Akufo-Addo of the New Patriotic Party (NPP) the winner with 51.302% of the valid votes cast, while the PVT estimate for him was 50.98% with a margin of error of +1.20 % and a confidence level of 49.78%. at 52.18 percent.
For John Dramani Mahama, the NDC presidential candidate, who came in second in the race, the EC score for him was 47.359 percent, while that of the CODEO project PVT for him was 47.66 percent. percent with a margin of error of + 1.19 percent. percent and a confidence level of 46.47 percent to 48.85 percent.
PVT is an advanced and scientific election observation technique that combines well-established statistical principles and information and communication technology (ICT) to observe elections.
It involves the deployment of trained accredited observers in a nationally representative random sample of polling stations.
Sheikh Arimiyawo Shaibu, CODEO Acting President, who presented the PVT report at a press conference in Accra, recalled that CODEO applied the PVT methodology for the first time in its electoral observation work in 2008 and had used it in all elections since then. subsequent presidential elections. elections, including the current one (i.e. 2012, 2016 and 2020).
He said that CODEO’s previous PVT estimates of the presidential election results had been consistent with the official results announced by the EC in 2008, 2012 and 2016.
Sheikh Shaibu said similarly, CODEO’s PVT voter turnout and rejected voting rates in previous elections had also been consistent with the figures announced by the EC.
Regarding this year’s elections, Sheikh Shaibu noted that by midnight on December 7, 2020, CODEO had received vote counting data from its 1,502 PVT observers, which were deployed to a nationally representative random sample of schools. electoral centers located in each region and constituency of the country.
He said that CODEO at that time could confidently verify the results of the presidential elections announced by the EC.
Sheikh Shaibu said that the findings presented in his statement were based on data received from the 1,502 PVT polling stations in the 275 electoral districts in the 16 regions of the country, adding that the data was thoroughly checked for accuracy and internal consistency.
He said that each candidate’s official result closely matched the PVT estimate and is within the estimated 95 percent confidence range and associated margin of error.
Sheikh Shaibu also said that the PVT ranking of the presidential candidates based on their share of valid votes received was “largely similar” to what was published by the EC.
“Apart from the fact that PVT’s estimates of the proportion of votes received from candidates generally coincide with official EC results, the PVT estimated that rejected ballots were 2.25% with a margin of error of ± 0. 11% also matched the EC figure of 2.33 percent. “
He said the official 79.0 percent voter turnout rate announced by the EC was slightly outside the PVT voter turnout confidence range based on the estimated turnout rate of 79.69 percent and the margin of ± 0.46 percent error.
“It is worth noting, however, that this could be due to the exclusion of the Techiman South Constituency’s outstanding results with a total number of 128,018 registered voters.”
He said that since the official result announced by the Commission for each candidate is within their respective estimated PVT confidence ranges, CODEO could confidently confirm that its PVT estimates were consistent with the official results of the presidential elections.
He said the official EC electoral turnout and rejected vote rates were largely consistent with PVT projections.
“CODEO also commends the maturity shown by Ghanaians throughout the voting, counting and ranking processes,” he said.
“CODEO deeply regrets the isolated cases of violence in some polling stations and polling stations, which resulted in the loss of life. CODEO expresses its condolences to the grieving families and wishes the injured citizens a speedy recovery, ”added Sheikh Shaibu.
