Dr. Tariq Shawky, Minister of Education, announced that the amendments to the articles of the Law on General Secondary Examinations, which have been modified by the Council of Ministers, and related to the accumulated secondary system and the cumulative total will be applied to first grade high school students next academic year 2021/2022, after its final approval by the Council. “Shawky” added, in exclusive statements to “Al-Masry Al-Youm”, that these amendments will have no impact on high school students this 2020/2021 academic year, and the exams will be electronic for all regular students, services and homes. , according to the total of the old secondary system, which is 410 points. To be calculated according to a year and not according to the accumulated total approved by the reforms to the Education Law and the regulation of high school exams.

The Council of Ministers approved a bill that modifies the text of article (28) of the Education Law promulgated by Law N ° 139 of 1981, on the regulation of general secondary exams, and the amendment establishes that ” assessment exams from which the total grades of the students of the general secondary stage in the three stipulated years are calculated.In accordance with article (23) of this law at the end of each academic year of those years, the total of the student in the general secondary stage is calculated on the basis of the total obtained in the three years for all the times he took the exam in each academic year, and the student has the right to take the exam more than Once to choose the result he wants to be calculated within a group ».

The amendments also included several important points:

1. Taking the exam for the first time in all high school years at no cost. The Minister of Education and Technical Education, prior approval of the Supreme Council of Pre-university Education, issues a decision to determine the percentages of the accumulated total of the three years and the maximum total for which the student is calculated.

2. To the articles of the Education Law promulgated by Law No. 139 of 1981, new articles are added in numbers (28 bis), (28 bis A), (28 bis B) and (28 bis C), establishing that “The exams will be carried out electronically or on paper, students can be divided in each subject into multiple groups, so that each of them is examined separately, at different times and according to different models, provided they are equal in grade difficulty, in order to ensure that their educational level is measured.

3. It is permissible to establish modern, innovative and universally used assessment foundations and methods that are among the students’ assessment elements in addition to the exams, and their grades are included in a certain percentage within the components of the total calculated by students for each academic year separately, and a decision to regulate all this is issued by the Minister of Education and Technical Education, after approval by the Council. Higher for pre-university studies.

4. After the approval of the Supreme Council of Pre-University Education, the Minister of Education and Technical Education issues a decision determining the subjects in which the exams are taken, the number of times a student can enter the exam, the exam system , the determination of the minor and major extremes of the grades of the academic subjects and the grades that are counted in the exam times. Additional fees, as well as determining the fees, not to exceed 5,000 pounds, and cases of exemption thereof.

5. Students in the scientific department take science subjects and students in the literary department take literary subjects, in addition to the compulsory subjects of the two departments. The Minister of Education and Technical Education, prior approval of the Higher Council of Pre-University Education, determines the plans and curricula, and the controls and conditions for their application, provided that said plans and curricula are based on the latest technologies and modern technological means, in line with modern methods used around the world, and the rules for stopping registration and regulating the acceptance of excuses are determined by a decision of the Minister of Education and Technical Education.

6. If the student fails one or two subjects in most general and specialized subjects after exhausting the number of times allowed to enter the exam in each academic year, the failure is imputed, he is transferred to the following year and It reexamines you with the students of the new year, being able to also take the exams abroad, in accordance with the regulations issued by resolution issued by the Minister of Education and Technical Education.

And every student who fails in one or two subjects in most general and specialized subjects, after exhausting the number of times to enter the exam in the third grade, has the right to retake the exam in which he failed only one time in the following year, after which the overseas exam is taken for a period of two years only.

This law will enter into force the day following the date of its publication, with the exception of article (28), which will enter into force as of the next academic year 2021-2022, with any provision that contradicts its provisions will be void.

Dr. Tarek Shawky, Minister of Education and Technical Education, explained that the amendments made to the education law are framed within the framework of achieving the strategic plan for sustainable development (Egypt Vision 2030), which is based on providing education to all students without discrimination, in addition to improving the quality of the educational system and its products. In line with international regulations, as well as to enhance competitiveness and improve educational results, especially the baccalaureate stage, so the development of this stage in terms of study plans and examination methods was an urgent matter, necessary and inevitable, based on the importance of qualifying students of that stage to compete in global labor markets.
