A video clip and photos, showing a man in China beating his wife on the street in front of passersby without anyone moving to help her until she died, sparked outrage and renewed questions about domestic violence.

Images of the incident first appeared on social media and local media on Sunday, and have circulated millions of times.

Media reported that the incident occurred after the couple collided with a vehicle while riding an electric bike in Zhao Ju, and police said in a statement that the woman was killed on Saturday morning and that public security services maintain her alleged husband “and they are conducting a full investigation of the case.”

The images show some cyclists, motorcyclists and pedestrians, including children, as they watched the incident that took place on the side of the road.

The brochures on the incident drew tens of thousands of comments, most of them criticizing the lack of help from bystanders to women and the negligence in dealing with incidents of domestic violence in some sectors of Chinese society.

China didn’t introduce a specific law criminalizing domestic violence until 2015, and activists say that violent incidents that occur between family members are generally ignored.

When the law was passed, the government-run Federation of China Women estimated that approximately one in four Chinese women experience violence during their marriage. The authorities register between 40,000 and 50,000 complaints a year.

Social media users indicated that there is a widespread perception in China that those seeking help could be responsible for paying hospital costs or falling into the trap of fraud, making many reluctant to intervene.

However, in 2017, China enacted legislation known as the “Good Samaritan”, which aims to address this problem by eliminating civil liability for those who intervene to help victims of violence or accidents.
