Dr Mostafa Madbouly, Prime Minister, held a meeting on the review of planning and construction controls and requirements for the governorates of Cairo, Giza and Alexandria, in the presence of Major General Mahmoud Sharawi, Minister of Local Development, the Dr. Asim El-Jazzar, Minister of Housing, Public Services and Urban Communities, and Eng. Alaa Abdel Fattah, Head of the Urban Planning Authority and several Egyptian university professors, while the governors of Cairo, Giza and Alexandria participated in the meeting via “video conferencing” technology.
At the beginning of the meeting, Dr. Mostafa Madbouly indicated that the government, in coordination with the concerned authorities, is working to accelerate the completion of the establishment of construction controls and requirements in all governorates and, in this regard, the Prime Minister ordered the Ministry of Higher Education and Scientific Research to cooperate fully between Egyptian universities and governorates in order to fulfill the building requirements at the Republic level.
He also instructed the Prime Minister that universities in various governorates issue licenses, not localities, saying: Universities in governorates will serve as the advisory office for each province to issue licenses and control urbanization in each city.
During the meeting, the Prime Minister reviewed the objectives of the guide for urban control and the formulation of controls and planning requirements for Egyptian cities, as it was indicated that the aim of the guide is to establish standards for the control of urbanization , lay the foundation for the development of controls and planning requirements for Egyptian cities, and reformulate basic service programs in approved cities. Strategic plans – according to urban control directions.
The working methodology in the directory was also reviewed, which depends on identifying or dividing the city into administrative units or regions with homogeneous characteristics. Study the state of urbanization in it, and monitor the indicators of the state of urbanization in terms of structural density, the proportions of the distribution of residential and non-residential uses, the proportion of roads, the percentage of occupation, and the indicators of the situation of the population in units in terms of population, population density and population growth trends, as well as assessing the state of urbanization according to the objectives and standards. Controlling urbanization, which includes controlling urbanization, limiting problems arising from population and urban densification, limiting congestion and traffic congestion, increasing the efficiency of existing road networks, increasing the efficiency of existing urbanization, and increasing costs. urban environmental quality indicators.
The results of planning studies carried out by university professors with the aim of establishing construction requirements in Cairo, Giza and Alexandria were also reviewed, and it was agreed to present them to the Supreme Council for Planning and Urban Development for approval.
