The Minister of Education and Technical Education, Dr. Tariq Shawky, announced the approval by the Cabinet of a bill to improve the conditions of teachers, as part of the state plan to advance the conditions of teachers.
Shawky extended his thanks and appreciation to the President of the Republic, the Prime Minister, the Ministry of Finance, and the Council of Ministers, saying: “We have worked hard to reach this decision, which is an excellent step on the path of appreciation of teachers along with many other incentives throughout the year, indicating that the law will be implemented after approval by the Council. Shawky said the bill aims to improve the economic conditions of 2.1 million teachers and their assistants at a cost of 6.1 billion pounds, in addition to insurance charges. This is because they are the main pillar of the national project for the development of education, which seeks to create a creative and innovative generation capable of contributing effectively to the construction and development of their homeland.
The bill includes structural salary reforms in the pre-university education sector and the establishment of a social and financial assistance fund for teachers of educational professions and their assistants in education and Al-Azhar; In a way that contributes to improving the economic conditions of teachers and their assistants, and motivates them to continue with their sincere efforts in laying the foundations of an advanced educational system, in accordance with the latest technologies and global experiences.
Dr Tariq Shawky indicated that the proposed average monthly increases in the new economic benefits package in the draft law for teachers in the pre-university education sector range from 325 pounds for a teacher to 475 pounds for the principal according to their level of education. I work without the incentive of the school administration, at a total annual cost out of the state treasury of up to £ 5.6 billion, excluding insurance costs.
The bill provides for the establishment of a financial and social care fund for teachers of the educational professions and their education assistants and Al-Azhar, which has legal personality, and depends on the Prime Minister and its headquarters in Greater Cairo, with the objective of providing care to teachers and their assistants, and the fund’s board of directors determines the benefit package that the fund will provide to teachers and their assistants.
The fund is financed from various resources, the most important of which are: a one-time financial support of 500 million pounds from the state treasury for 250 million pounds this year, after the enactment of the law, and another 250 million pounds during the next fiscal year, plus recurring fund resources, including: 2% of the value of the proposed increase in teacher allowance, performance incentive, exam bonus, and school administration incentive during fiscal year 2020/2021, with a minimum of 5 pounds per month, 5% of the value of the school reinforcement groups, 5% of the license fee to practice educational professions and 5% of the fees for activities and services The agreed annual educational level, 5% of the fees for licenses to establish and operate private schools, return on investment of Fund funds, and donations or gifts accepted by the Board of Directors and in accordance with Fund objectives, and resources that the State Treasury may allocate in favor of the Fund.
The number of beneficiaries of the structural reform package for workers in the pre-university education sector is 2.1 million employees, including 1.4 million teachers, and 700,000 of the rest of the workers, indicating that the State Treasury will pay 6,100 million pounds for the cost of new benefits, including support for the Social Security Fund for teachers and their assistants. This is in addition to the insurance charges involved.
The Minister of Education said: There are many efforts made by the government during the last two years; Advance in the pre-university education system, noting that the incentive for the development of pre-university education has been approved at an annual cost of 1.5 billion pounds for about 315 thousand teachers of preschool, first, second and third primary education. He added: Around 11 thousand new semesters were implemented in fiscal year 2018/2019, and around 17 thousand new semesters in fiscal year 2019/2020 in various governorates, and we aim to implement 15 thousand classes in the budget for this fiscal year , and since the launch days of the second phase of the national project to build and operate a thousand different language schools in a system of partnership with the private sector, in cooperation between the Ministries of Finance and Education, in a way that contributes to reduce the density of students in schools and provide a distinguished education for our children that qualifies them to compete in the local, regional and global job market.
The bill includes a 50% increase in the value of the teacher allowance as of June 30, 2020, ranging from 75 to 180 pounds, depending on the levels of work of teachers, of which 1.4 million will benefit. teachers at an annual cost of 1.8 billion pounds, in addition to insurance charges, and the granting of an additional performance incentive each month for incumbents. In educational categories with 50% of the value of the performance incentive in force as of June 30, 2020, ranging from 140 to 185 pounds, 1.4 million teachers benefit, at an annual cost of 1.2 billion pounds, in addition to insurance charges, as well as granting an additional reward for transfer exams for all workers. In Al-Azhar’s education and financial categories equivalent to 25% of the reward for transfer exams on June 30, 2020, 1.4 million teachers benefit from this additional reward with a monthly average ranging from 65 at 155 pounds, and 700 thousand employees also benefit from it with a monthly average ranging from 50 to 50 pounds. 155 pounds, at an annual cost of 2.3 billion pounds, excluding insurance costs.
The bill includes the approval of a school administration incentive of 250 pounds for each school principal or sheikh of institute, and 150 pounds per month for the agent of the school or institute, from which 110,000 school principals will benefit and its agents in Azhari’s public and educational sector, at an annual cost of £ 311 million, plus insurance charges.
