The decision of the Ministry of Youth and Sports to refer the violations of the Zamalek Club to the Public Ministry and to suspend the Council and the Executive and Financial Director gave rise to a question that raises the question whether Mortada Mansour, president of the Zamalek Club, will appear before the Public Ministry, despite maintaining parliamentary immunity until next January 9, the expiration date. The current legislative chapter.

A source from the Legislative Committee of the House of Representatives, who asked not to be identified, told Masrawy that the Public Ministry could not take any action against Murtaza Mansour, on the charge of having violations in the Zamalek Club, or investigate those violations, of in accordance with the text of the Parliament’s internal regulations, which Article 356 establishes: “It is not allowed, except in flagrante delicto, during the session of the Chamber of Deputies, to take criminal measures against any of its members in matters related to crimes and misdemeanors , either in the investigation stage or referral to trial, except with prior authorization from the Council of Each of them, and outside the Council session, you must obtain permission from the Council office to take any of these measures, and inform the Advice in the first session of the actions taken in this regard.

The source, who is a member of the Legislative Commission of Parliament, explained that there are 3 scenarios to deal with Murtado in this matter.

He revealed that the first is for the Attorney General to request the Chamber of Deputies to waive his immunity, to investigate him on the accusations attributed to him, and the Attorney General’s request is presented to the Legislative Commission, to make a decision that It will be presented to the Plenary of the Council, indicating that this scenario exists as a Council. At their sixth session, the committees function regularly, and there will be a council plenary session on December 15.

Regarding the second scenario, according to the parliamentary source, Murtaza himself requests that he be allowed to appear before the Public Ministry to hear his statements, as happened last August, when the House of Representatives headed by Dr. Ali Abdel-Aal approved permission to hear Mansour’s statements in case No. 22 of 2020 limiting Cairo’s appeal investigation. And restricted by exam number 104, taking the opinion of the technical office, without taking any other action, except with the permission of the council, at his request, since this case included a complaint against Murtado for the incident of insulting and defaming Mahmoud Al-Khatib, president of the Al-Ahly Club, through a video clip posted on social media. .

The source added that the third and final scenario is that the Public Ministry takes several days to examine the papers sent by the Ministry of Youth and Sports, which amount to hundreds of papers and summon officials without immunity, including the executive director, club financial director, treasurer, and various councilors, up to the ninth. Starting in January, when the membership of the current legislature ends, and together with it, the parliamentary immunity of any member of parliament will be lifted.

The Ministry of Youth and Sports decided to refer the financial irregularities contained in the report of the Zamalek Club Committee and the infractions it contained to the Prosecutor’s Office, and it was decided to suspend and exclude the Board of Directors of the Zamalek Club, the Executive Director and the Financial Director of the temporary management of the club’s affairs, until the investigations of the Public Ministry and the resulting results are concluded. Or until the expiration of the legal term prescribed for the Board of Directors, whichever occurs first.
