In terms of uses, the building conditions and controls at the city level that have been approved include that new licenses are not allowed for occupations and commercial or administrative activities in residential buildings and the activity of residential units, and it is not allowed to change the activity of residential units that are not for residential use. The requirements also included controls over land parcel areas, building proportions, and height controls.

During his presentation to the Supreme Council for Urban Planning and Development, El-Gazzar added that with respect to parking spaces, the new requirements called for compliance with the Egyptian code for car shelters.

On the executive procedures to start construction works, the Minister of Housing explained that with the issuance of the decision of the Supreme Council for Planning and Urban Development on the controls and planning and construction requirements for Egyptian cities, each competent governor will issue the executive decisions necessary to implement those requirements, and that the administrative body announces receiving requests to start or resume construction work. Al-Jazzar noted that the universities that have developed the planning and building requirements of the cities of the different governorates will be assigned the development of general design models of the architectural facades in line with the climatic environment and the distinctive spatial characteristics of each city, and the land suitable for construction will be counted, through a map of climatic variables and the data available in the competent administrative authority, and make them available to the university that prepared the planning and building requirements or to whom it assigns to Prepare validity certificates for sites according to your planning and building requirements.

The Minister of Housing analyzed the procedures that the citizen will take to issue construction permits, noting that if a permit is desired, the citizen must complete the form designated for that in the Provincial Technological Center, so that the center sends the certificate of validity and the wish form to the university, to determine the engineering office or engineer that will prepare the license documents. In accordance with the lists sent by the Union of Engineers, and in accordance with the laws of the exercise of the profession, with notification to the union.

He added that the university will send the license file to the technology center in a period ranging from 30 to 60 days, depending on the area of ​​the land, and the examining commission formed in the competent administrative authority reviews all the licensing documents within a maximum period of 10 business days, and the technology center will deliver to the applicant a copy of the architectural designs. And construction to contract with an engineer or engineering office registered with the Engineers Union to supervise the implementation, and contract with a contractor or contracting company in accordance with the Egyptian Federation of Construction and Building Control.

The citizen submits the agreement contract with the engineering office and the contractor to the Technology Center, and the owner, contractor, and implementation supervisor sign the license statements, and then the license is made, and the citizen, 15 business days prior to the start of the deployment, notifies the technology center of the start of deployment and is issued. The engineer who supervises the execution reports quarterly the progress of the work in accordance with the license issued and delivers it to the Technology Center, and once all the works mentioned in the license have been completed, the engineer supervising the execution submits a request to the Technology Center to issue a certificate of validity of occupancy of the building.

The inspection committee and the supervisory authorities, within 15 days of receiving the certificate of validity from the supervisor, will inspect the works executed, make sure they comply with the license and go to the Technology Center to issue letters of the installations.

Al-Jazzar added that the bodies in charge of implementing the procedures for issuing construction permits are represented in the technological center of the governorate, and the universities that prepared the planning and building requirements, in addition to the engineering offices, noting that one or more committees will be formed to inspect each governorate headed by the governor or his delegate. Examination by examining the draft of the declaration of validity of the site for construction prior to its issuance within two business days, then examining the dossier for the issuance of construction permits prior to issuance within 5 business days, in addition to examine the certificate of validity of the building for occupancy and inspect the building before issuance in coordination with the competent administrative authority within 7 working days.

The committee also approved the allocation of an area of ​​165,000 feddans in the western Minya region for reclamation and cultivation purposes.
