Dr. Mustafa Madbouly, Prime Minister, chaired the meeting of the Supreme Council for Urban Planning and Development, in the presence of the Minister of Housing and Urban Communities.
The ministers of tourism and antiquities, economic planning and development, culture, local development, environment, agriculture and land reclamation, industry and commerce, and experienced council members participated in the meeting via “video conference”.
Counselor Nader Saad, official spokesman for the Presidency of the Council of Ministers, stated that during the meeting the approval of planning and construction controls and requirements for Egyptian cities was approved, which was reviewed by Dr. Asim El-Jazzar, Minister of Housing, Public Services and Urban Communities as follows:
– The resumption of works and the control and governance of urbanization will be allowed in accordance with the laws in force that regulate urbanization until the new technical and legal framework for an integrated digital system is established.
Regarding the implementation procedures, a joint committee will be formed between the Ministries of Local Development and the Ministry of Housing, Public Services and Urban Communities, to respond to the inquiries received on the application of these requirements.
– Procedures include establishing a perception of how to handle conciliation cases for construction site violations, cases that did not advance to conciliation or those to which the conciliation law does not apply.
– The controls and planning and construction requirements demanded compliance with the requirements of the administrative authorities that deal with planning and organization matters contained in article 4 of Law No. 119 of 2008.
– It also demanded compliance with the height restrictions received, and not exceed the maximum issued by the competent authorities contained in the general strategic plans approved for the cities.
– Adherence to the design principles and conditions for the implementation of buildings and facilities in the Egyptian code.
– Compliance with the controls and requirements of the approved divisions, and lists of conditions attached to the decisions of said divisions, in accordance with Law No. 119 of 2008.
– Adherence to the principles and controls for the conservation of areas of special value drawn up by the National Urban Coordination Authority and approved by the Supreme Council for Urban Planning and Development.
With regard to parking spaces, the new conditions required compliance with the Egyptian code for car shelters.
– With the issuance of the decision of the Supreme Council for Urban Planning and Development regarding the controls and planning and construction requirements for Egyptian cities, each competent governor will issue the executive decisions necessary to implement those requirements, and the administrative authority will announce the receipt of applications to start or resume construction work from citizens who have issued valid construction permits.
– The committees formed in accordance with the decision of the Minister of Local Development and that are competent to review the current construction permits, will notify the competent administrative authority, with regard to the licenses according to the corresponding law, to issue decisions for start or resume works.
Universities that have developed city planning and construction requirements in different governorates will be assigned to prepare general architectural façade design models in line with the climatic environment and spatial characteristics of each city.
– Spatial land suitable for construction will be counted through the climate variables map and the data available in the competent administrative authority, and will be made available to the university that prepared the planning and building requirements or whoever assigns to prepare certificates of validity of the sites in accordance with the planning and construction requirements for the same.
