On Tuesday, Egyptian President Abdel Fattah El-Sisi officially ratified a law requiring the imprisonment and imposition of a fine on attackers.
Law No. 189 of 2020 that modifies the provisions of the Penal Code promulgated by Law No. 58 of 1937 “Against the Phenomenon of Bullying” stipulates that “a person is considered a harasser if there is a display of power or control of the perpetrator exploiting the weakness of the victim ”.
According to the text, “the exploitation by the perpetrator of traits that he believes are offensive to the victim, such as sex, race, religion, physical descriptions, health or mental state, or social level, intimidating or ridiculing the victim, or degrading her and excluding her from her social environment ”.
The text establishes that “if the author commits any of the above acts, he will be sentenced with imprisonment of not less than 6 months and a fine of not less than 10,000 pounds and not more than 30,000 pounds, or one of these two penalties ”.
According to the law, “the penalty will be aggravated if one of the two circumstances occurs, one of which is the occurrence of the crime by two or more people, and the other if the perpetrator is one of the victim’s assets, responsible for his upbringing or observation, or someone who has authority over him, or is recognized in accordance with the law or according to a court ruling. Or he was the servant of the perpetrator, for which the penalty is imprisonment for a period of not less than one year and a fine of not less than 20 thousand pounds and not more than 100,000 pounds, or one of these two penalties, and the minimum penalty is it doubles if the two circumstances concur, and in the case of recidivism the penalty is doubled in its minimum and maximum limits ”.
