President Abdel Fattah El-Sisi issued Resolution No. 168 of 2020 declaring a state of emergency across the country for a period of three months, beginning at 1 a.m. on Tuesday, April 28, 2020.
The decision was published in the Official Gazette, after consulting the Council of Ministers, and in view of the serious health and safety conditions that the country is going through.
Article 2 of the decision states that the armed forces and the police will take the necessary measures to face the dangers and financing of terrorism, preserve security throughout the country, protect public and private property and protect the lives of citizens.
Article 4 of the decision stipulates that anyone who violates the orders issued by the President of the Republic to implement the provisions of the aforementioned Law No. 162 of 1958 is sentenced to prison.
Meanwhile, Dr. Mustafa Madbouly, the Prime Minister, issued a decision to refer some crimes by the Office of the Prosecutor to the state of emergency security courts.
Masrawy monitors the crimes authorized by Law 162 of 1958, to the Prosecutor’s Office to refer them to the Supreme State Security Courts.
The text of the law establishes: The Prosecutor’s Office will refer the following emergency crimes to the Supreme State Security Courts:
For the first time:
– Offenses related to the construction of buildings, the establishment of companies, the expansion, modification, modification, support, restoration or demolition of buildings without a license from the competent administrative authority.
– Offenses related to the establishment of businesses without observing the technical principles legally established in the design or implementation of construction works, supervision or monitoring of implementation, or lack of conformity with the drawings, data or documents in which the license was granted .
– The list of crimes also includes fraud in the use of construction materials or the perpetuation of materials that do not comply with the prescribed specifications stipulated in Articles 102 and 04 of the Construction Law promulgated by Law No. 119 of 2008 .
– The crimes stipulated in Act No. 10 of 1914 on collection.
– The crimes stipulated to interrupt transport.
– Intimidation, intimidation and crimes of intimidation.
– Offenses related to supply issues related to forced pricing, profit determination and enforcement decisions.
Possession of automatic weapons and ammunition.
Crimes of aggression against freedom of work and sabotage of companies.
– The crimes stipulated in the anti-terrorism law, which include the promotion of extremist ideas with the intention of provoking sedition.

Destruction of state institutions.
– Incite to overthrow the government.
Disturb the public stairway.
Pretentious crimes.
Incitement to breach the laws.
Insulting the President of the Republic.
Espionage and intelligence.
Document leakage.
– Any Egyptian who joins any army of another country in case of war with Egypt.
– A person assigned to negotiate with a foreign government on the affairs of a state and intentionally take it against its interests.
– Anyone who gathers soldiers without government permission or performs another hostile act against a foreign country that exposes the Egyptian state to the risk of war.
– Who flies over Egyptian lands without a license from the competent authorities.
– Who takes photographs, drawings or maps of places or places other than the prohibition issued by the competent authority.
– Who enters a fortress, defense installation, camp or place where an armed force or warship is located or established.
– Any person who resides or is in the places and places where the military authorities have prohibited residence or presence.
