At the beginning of the meeting, the Prime Minister indicated that the real estate inventory system in Egypt is of great importance during the current stage, due to its positive impact that contributes to maximizing the benefit of that real estate wealth and serves as a map, highlighting the directive from President Abdel Fattah El-Sisi, President La República, regarding the assignment of a national number to all existing assets in the state.
Dr. Mustafa Madbouly assured that this system helps the government to make an inventory of real estate wealth and also contributes to preserving property, and the coding of real estate wealth will facilitate dealing with all real estate throughout the Republic, especially since This encoding works to determine the mechanism for assigning a national number for all types of real estate.
Given this, Dr. Mustafa Madbouly drew attention to the effort made by the Central Agency for Public Mobilization and Statistics during 2017 in relation to this project, which is being used.
The Prime Minister stated that with the implementation of a unified national number, which is drawn up in coordination between the Ministry of Communications and the Central Agency for Public Mobilization and Statistics, it will be addressed only after its completion, and no other number will be taken into account. numbering, and the Ministry of Justice will prepare mechanisms for this.
Dr. Mustafa Madbouly ordered that the encoding to be executed be linked to a geographic reference, and that there be a distinction of units according to use in the encoding.
For his part, the Minister of Communications and Information Technology, Dr. Amr Talaat, indicated that the inventory and management system of real estate assets aims to achieve a rational management of real estate assets through the construction of a precise spatial database. and integrated with the state information infrastructure project, within the framework of the state strategy towards digital transformation. In this sense, he noted the coordination that took place with the Central Agency for Public Mobilization and Statistics in this vital file, and in cooperation with various interested authorities.
The Communications Minister stated that several points were agreed with the head of the Central Agency for Public Mobilization and Statistics and the agency officials, including the division of the republic’s domain into several overlapping squares, and that the Port Said governorate will begin as an implementation model for the system.
Eng. Khalid Al-Attar, Vice Minister of Communications and Information Technology, explained the most important steps that the Ministry of Communications has taken in the work areas of the inventory and property management project, pointing out that the first phase of these areas It included a series of committees with specific specializations, represented in the Addressing, Numbering and Coding Committee. And there is another committee for the restructuring of work cycles, and it will be in charge of reviewing the work cycles of participants and beneficiaries, redesigning and updating them, adding that the project management committee will review the requests of participants and beneficiaries, update them and will link to the number of the national real estate and geographical maps.
The Vice Minister of Communications also referred to the schedule of the first phase of the project, for all operational stages, which consists of presenting the tender book and submitting the offers, followed by the technical evaluation of the submitted offers, the award and the contracting. , followed by the preparation of the base maps (signed by the Port Said governorate), followed by Reviewing the work cycles, ending with the development of the technical solution, determining the needs of the project and preparing the brochure of conditions and specifications.
For his part, Major General Khairat Barakat, head of the Central Agency for Public Mobilization and Statistics, referred to the efforts made by the agency, which included the production of a unified spatial number of buildings and units, during the implementation of the General Census of Population, Housing and Establishments 2017, in cooperation with the Ministry of Planning and Economic Development, which was carried out. During which a republic division grid is implemented consisting of transverse and longitudinal lines that are fixed areas (squares), through which a site can be determined up to the 1 meter x 1 meter level, and does not depend of administrative or topographic borders.
The head of the agency explained that this division of the network contributes to achieving better and more precise results in geographical analysis, research and studies that help decision makers, in addition to providing a more accurate image when data is linked and published. on maps.
Major General Khairat Barakat also pointed out, during his presentation, that the inventory of real estate wealth and management will provide an accurate database that achieves the strategic objectives of the state and contributes to the completion of e-government works and services, as it supports the preservation of rights and property, and facilitates the provision of services to real estate facilities, in addition to contributing to the governance of the procedures to deal with that wealth, as well as in the reduction of infractions and violations, as well as contributing to the planning and development are consistent with accurate data in various fields, as well as improving public services and facilities.
