On April 4, 2019, Amr Fahmy, former secretary general of the African Football Confederation (CAF), filed a complaint with the International Federation of Football Associations (FIFA) for serious economic irregularities committed by the Malagasy Ahmed Ahmed during his tenure as president of the CAF, which ends on Monday with the decision of FIFA.
Fahmy, who died last February, had Ahmed suspended from any football activity for a period of 5 years, with a fine of 200,000 Swiss francs.

Misappropriation of funds through the “tactical steel” deal
The first offense, according to Fahmy’s complaint, is the embezzlement of an amount of approximately $ 830,000 through the award of a contract for the supply of sufficient sports equipment to the French company Tactical Steel.
Fahmy’s complaint stated that CAF’s marketing department presented an offer from the German company Puma to supply sports equipment to the African Cup of Nations in December 2017 for 312,000 euros, given the fact that neither Adidas nor Nike made offers about.
The offer, made on December 14, which saw a special cut from CAF by 60% to ensure continued negotiation, was rejected by Ahmed on December 18 due to his desire to collaborate with Adidas.
As a result, the CAF secretariat canceled Puma’s contract, and CAF had to pay a € 105,000 fine for canceling the contract, but Ahmed, according to the complaint, refused to pay the amount.
On the same date, CAF requested the French company Tactical Steel to provide mathematical equipment to the Federation. Tactical Steel is an agent, not a manufacturer, and is owned by a French citizen named Romois Seiler, a personal friend of Wick Jeeran, Ahmed’s personal attaché.
Through Tactical Steel, Kav obtained his sports equipment from Adidas for 1.2 million euros, after rejecting Puma’s offer, which amounted to just 312,000 euros.
What made matters worse, according to the complaint, was the transfer of the fees to Tactical Steel through a bank account of a Turkish company under the name “Serene Hydravat”, not the bank account of the French company, at their request. .
Also, according to the complaint, Ahmed agreed to the trip of 3 Tactical Steel employees to Morocco to supervise the delivery of sports equipment, in exchange for 54,000 euros that did not include the trip, accommodation and food expenses of the trio. Puma, in turn, had employees in Morocco who would supervise this process at no cost to CAF.
Bribes given to heads of federations
The complaint stated that the CAF Executive Committee agreed to grant civil unions $ 100,000 divided into $ 80,000 to develop youth sectors and first-team trips, and $ 20,000 for each union president.
Consequently, the secretariat sent enough money to the account of each banking association, but Ahmed reprimanded Amr Fahmy, according to the complaint, and asked him to send the 20 thousand dollars allocated to each union president in his personal accounts.
Umrah Travel
According to the complaint, Ahmed paid nearly $ 100,000 of KAF funds to conduct Umrah tours for Muslims from African civil unions.
A sufficient delegation, which met first in Cairo, included Ahmed Ahmed, employees of the presidential office and 15 heads of civil unions.
The CAF president’s office at the time informed the union’s financial director that the aforementioned amount ($ 100,000) was the cost of a meeting between Ahmed and the 15th president in Cairo during the month of Ramadan, while the trip to the Kingdom of Saudi Arabia would be the responsibility of Ahmed.
But this did not happen, and it sufficiently covered travel and accommodation expenses in Saudi Arabia, and Ahmed only paid $ 10,000, as he treated himself as FIFA vice president on a special assignment with the CAF, before returning the $ 10,000 in September 2018 and just that amount was paid from Umrah’s Travel Expenses in total.
