The House of Representatives approved in its plenary session on Sunday, a set of articles of a bill, which modifies some provisions of Law No. 139 of 1981, Law No. 103 of 1961 and its amendments that establish the Fund of Social Welfare for Teachers in Educational Professions and their Assistants in Education and Technical Education and Al-Azhar Al-Sharif, and postponed the final approval of the law to a future session. .
The bill included 17 articles, since the Council approved article 1, which establishes that “the teaching allowance provided for in article 89 of the Teaching Law will be increased in the economic categories indicated in the table attached to the law” and article 2 regarding the granting of an additional incentive for monthly performance, with the economic categories indicated in the table. And article 3 of the law that grants the occupants of a school principal or institute director, a monthly reward of 250 and 150 pounds.
The Council also approved article 4 regarding the granting of an additional bonus for examinations, and article 5 regarding the establishment of the Social Welfare Fund for employees of educational facilities and Al-Azhar institutes. As well as article 6 on the objectives of establishing the fund to provide social services to its members.
Article 7 includes the membership in the fund, and Article 8 regarding the formation of the board of directors of the fund with the membership of the Minister of Education and the Minister of Finance as members.
Article 9 establishes that the fund’s board of directors will take the measures it deems necessary to achieve its objectives.
While Article 10 stipulates that the Board of Directors meets once every 3 months, and Article 11 “The Fund will have an Executive Director for Financial Transactions”.
The Board also approved Article 12, which states: “The Board of Directors of the Fund shall submit a semi-annual report to the Prime Minister on the achievement of the objectives of the Fund.” And article 13 of the Fund’s resources. Article 14 considers that “the funds of the fund are public funds and are not subject to administrative seizure procedures.”
Article 15 establishes that “the fund will have an independent budget and the fiscal year of the fund begins with the fiscal year of the state. It is approved in accordance with the general state budget.
Section 16 exempts funds from the fund from fees and taxes on donations and donor gifts, with the exception of taxes on bonds.
Article 17 stipulates that the law will be published in the Official Gazette.
