Eric Dyer, a Tottenham player, criticized the new handball law, which was approved by the FIFA Council for months, and is obliged to count a foul if the ball touches any part of the arm, starting from the bottom of the armpit, whether the player was deliberate or not.

The International Federation Council passed the law after controversy over several situations where opinions differed on whether or not a penalty should be taken after any handball.

With the ball touching the hand of any defending player within the penalty area, the referee can return to the video to decide whether or not to take a penalty.
