Dr Mustafa Madbouly, Prime Minister, chaired a meeting via video conferencing technology, to discuss the position of establishing new construction requirements and administrative and legal procedures to address building violations and work to stop them.
The Prime Minister opened the meeting by referring to the work of the commission in charge of studying the requirements of the new building, which aims to ensure the full governance of the building permit issuance system, and determine the places where construction will be allowed. and others in which construction for residential purposes will be frozen.
The Prime Minister emphasized that the new system for obtaining building permits and defining building requirements, with which the building permit becomes a binding contract between the state and the licensee, will take immediate legal action in case of non-compliance. of the conditions for granting the license.
Madbouly ordered that a meeting be held no later than 15 days from now, to present the committee’s proposals and recommendations, which was used in its work by the universities of Cairo, Alexandria and Ain Shams.
The meeting dealt with a review of the map of the building system in the Arab Republic of Egypt, which defines the roles and tasks of the competent authorities in this file.
Major General Ihab Obeid, Vice President of the Armed Forces Engineering Authority, presented during the meeting a report on the position of determining and executing planning and construction requirements in the capitals and major cities of the governorates, where examined a comprehensive inventory at the level of the Lower Egypt and Canal governorates, as well as the Upper Egypt governorates, of the number of buildings in violation and the type of each violation.
The presentation included a statement of detailed and strategic plans at the Lower Egypt and Canal governorate level, as well as the Upper Egypt governorate. The opinions of the governments on the problems of the strategic and detailed plans were presented, to work on their study and respond to the pertinent demands. The unified contract form to be standardized for different buildings and units has also been revised, and its issuance begins with a statement of the validity of the site in terms of planning and construction requirements, and the issuance of a building permit.
The representative of the Engineering Authority also presented the number of cases of encroachment on agricultural land in the governorates of the Arab Republic of Egypt, in which construction is prohibited, with the exception of lands on which projects intended for the agricultural or animal production.
The declaration of planning lines was also presented at the level of the Lower Egypt and Al Qanat governorates, as well as the Upper Egypt governorates, including the modification of urban districts for cities, towns, villages and hamlets, and the finalization of plans. Detailed and urban spaces for all centers and cities to limit construction on agricultural land.
Major General Sherif Saleh, Director of the Department of Military Studies, reviewed the work of the spatial change system in terms of monitoring violations throughout the day, indicating that within a month from now the automation of the system will be completed in all the governorates of Egypt, such as Qalyubia and Minya, which allows monitoring and reporting, in real time, of all cases of infractions on the ground, in order to deal with them quickly and eliminate them from the beginning.
The meeting was attended by Dr. Muhammad Shaker Al-Marqabi, Minister of Electricity and Renewable Energy, Dr. Khaled Abdel Ghaffar, Minister of Higher Education and Scientific Research, Major General Mahmoud Shaarawi, Minister of Local Development, Mr. Mahmoud Tawfiq, Minister of the Interior, Dr. Amr Talaat, Minister of Communications and Information Technology, and Dr. Assem Al-Jazzar, Minister of Housing, Public Services and Urban Communities, Mr. Al-Qusayr, Minister of Agriculture and Land Recovery, officials of the Engineering Authority of the Armed Forces and interested authorities.
