Dr. Khaled Qassem, Deputy Minister for Local Development and official spokesperson for the ministry, revealed the features of the new building permit system that the ministry, in cooperation with the Ministry of Housing, Public Services and Urban Communities, is working on completing for start implementing them.
Qassem told Masrawy today, Sunday, that the new construction licenses will be a contract between the citizen and the state, as long as this contract includes several clauses, and each party must comply with what is agreed in the contract.
The ministry spokesperson added: The license will be a contract composed of clauses, and the construction will be carried out in stages and at the end of each stage monitoring and evaluation committees will be formed on the ground to demonstrate to what extent the reality coincides with the stipulated requirements. in the license, so for the towers permission to move to build the ground floor will not be granted before. Dr. Khaled Qassem indicated that all Egyptian building-related codes will apply, be it for garages or building systems, and for buildings, reinforced concrete and others.
He explained: In case of non-compliance, you will not be granted permission to proceed to the next stage, except after correcting the conflicting conditions, and we are now working to finalize the new licenses, and they will be implemented after the end of the specified 6-month period by the ministry to stop any construction in the Cairo and Giza governorates. The Ministry of Local Development had previously announced that the new building licenses include a clause that allows the government to immediately confiscate the building in case of violation and not adhere to the license and its application without resorting to a court ruling.
