A state of anxiety, confusion and an unclear vision among millions of citizens about the conciliation in construction violations and legalization conditions in accordance with the Building Violations Conciliation Law No. 17 of 2019 and its reforms to Law No. 1 of 2020.
Citizen concern is increasing with the end of the government’s deadline to reconcile with violations, after which the implementation of property violation removal campaigns will begin.
Homeowners’ concerns in cities and capitals are on the rise due to the refusal of real estate owners to file reconciliation requests in accordance with the law, which confuses and distresses apartment owners about their fate.
Dr Khaled Qassem, Deputy Minister for Local Development and official spokesman for the ministry, said citizens must come to terms with violations of their buildings before the deadline set by the government expires.
Qassem added, to Masrawy, on Wednesday: In case the property owner refuses to reconcile for his violations, the apartment owners must file the reconciliation themselves.
The local development spokesperson continued: The fault of the housing units must write a report in the police department that belongs to him against the owner of the property for his refusal to reconcile and adjust its conditions in accordance with the law.
The ministry spokesperson explained that the objective of the report is to pursue the competent authorities of the property owner and hold him criminally responsible for the violation he committed.
The deadline to pay the severity of the conciliation fees for construction violations, estimated at 25% of the value of the violation, is September 15 and the deadline to submit conciliation requests is September 30.
After the period indicated for the presentation of conciliation requests for building infractions, the law specified the way to deal with offenders who refuse to reconcile by various means, the first of which is the demolition of infractions and the cutting of the facilities in the event that they cannot be demolished or there is something preventing it, in addition to the administrative seizure of apartments if the two previous clauses are not applied.
Prime Minister Mostafa Madbouly said the government is currently working on creating a digital system to create a certificate and a national number for each apartment and property, and only the apartments have been managed.
He added that once the system for registering apartments and properties is completed, those defective apartments and buildings will not be negotiated or dealt with.
