Dr. Mustafa Madbouly, Prime Minister, said today, Sunday, in his speech in the plenary session of Parliament to deliver the government’s declaration on the imposition of the state of emergency: “You realize the magnitude of the challenges and the main repercussions after the Corona virus that swept the world, and that Egypt was affected by the repercussions of this epidemic, and preventive plans were launched. Noting that thanks to these measures, Egypt has escaped the large number of witnesses in some countries.
Madbouly noted that Egypt had also drawn up plans to counter the effects of the virus by taking all necessary steps to reduce the consequences.
The Prime Minister added that all precautions were taken in accordance with scientific principles, commenting: We all expect citizens to comply with the measures established by the Ministry of Health to preserve themselves and the homeland.
Regarding the imposition of the state of emergency, Madbouly affirmed the approval of the parliament in light of what was stated in the President’s decision, reiterating the government’s commitment to use the exceptional measures mentioned in the emergency law only within the limits tighter and strike a balance between the freedom of citizens and the maintenance of security and stability.
The Prime Minister sent congratulations on the occasion of Ramadan and remembrance of the victories of the armed forces in the tenth part of Ramadan.
Madbouli conveyed his sincere condolences to the country’s martyrs in the recent terrorist incident that occurred in Bir El-Eid, claiming that the Egyptian people were behind their armed forces to uproot the roots of terrorism.
The House of Representatives, in its plenary session on April 21 headed by Dr. Ali Abdel-Al, approved a bill presented by the government to amend some provisions of the state of emergency initially issued in Act No. 162 of 195 .
By adopting the emergency authority, the bill establishes some new measures to deal with the Corona virus, for which the President of the Republic or his representative is given to take all or some of these measures to deal with the health emergency; including interrupting studies at universities and schools, totally or partially interrupting work in ministries and departments, and postponing payment for Electricity, gas and water services, totally or partially.
The bill aims to alleviate the repercussions of the emerging crisis of the Corona Virus pandemic on citizens, especially the neediest groups, and the practical results it has produced from the need to intervene in exceptional measures to suppress the growth of the epidemic through strong and strict measures, especially after the World Health Organization declared that it constitutes a general emergency and a global epidemic, AND in the interest of the nation and citizens, and focuses on protecting them from all dangers they may face in that period, as well as providing all preventive measures to achieve the highest levels of protection, especially medical care.
Article 154 of the Constitution organized the way in which the President of the Republic declares a state of emergency in the country, stipulating that the declaration must be presented to Parliament within the next 7 days, and also granted the President of the Republic the right to declare a state of emergency for a specific period of time not to exceed 3 months, and only extends for a period of time Other similar.
Article (154) states:
After taking the opinion of the Council of Ministers, the President of the Republic declares a state of emergency, as regulated by law, and this announcement must be presented to the House of Representatives within the next seven days to decide what he considers appropriate.
If the announcement takes place outside the ordinary session, the council must be called immediately to present it.
In all cases, the majority of Council members must agree to declare a state of emergency, and their declaration will be for a specified period not to exceed three months, and cannot be extended except for another similar period, after the approval of two thirds of the number of Council members.
If parliament is not present, the matter is presented to the cabinet for approval, provided it is presented to the new parliament at its first meeting, and parliament cannot be dissolved while the state of emergency is in effect.
