Last Thursday, October 8, the Digital Government Division, dependent on the Ministry of the General Secretariat of the Presidency (Segpres), reported through a brief statement that unknown persons had illegally entered the Government’s digital system and that, given this security violation, The Computer Incident Response Team of the Ministry of the Interior, together with the hacked division, made a formal complaint to the Public Ministry.
Without giving further information on the consequences of this computer attack, the Segpres reported that “the causes and circumstances in which these events occurred are being investigated. We hope the greatest speed to find those responsible for this crime ”. From the same entity they added that “the Digital Government Division has taken preventive measures to safeguard the security of the information that exists on its servers, and will promptly communicate more information and actions to follow.”
What was not reported, however, was that unauthorized penetration of the Digital Government Division servers allowed the hackers the subtraction of the database of the Unique Code of all Chileans, a tool that makes it easier for users to carry out more than 900 procedures with State agencies. But it is not just about personal procedures, the ClaveÚnica also allows access to the Docdigital system, the official communication platform of the State, where the documents of the different State agencies are uploaded, including those of the Presidency.
Sensitive data and official documentation
One of the greatest concerns, which has made the General Secretariat of the Presidency pass moments of maximum tension in recent days, is that the theft of the database with the Unique Keys – which has not been informed to the public – violates the protection of hundreds of thousands of sensitive data of the population, since, through this access, the processing of 927 personal procedures is managed with the Civil Registry, Internal Revenue Service, all health services in the country, National Service Customs and Fonasa.
Among an infinity of procedures with other organizations, through this system, complaints are also made before the Commission for the Financial Market (CMF) and before the National Economic Prosecutor’s Office (FNE) on attacks against free competition in the markets.
Another of the serious consequences of this fact is that the ClaveÚnica allows access and management of all the official information that emanates from State agencies and that particularly facilitates communication between them, through the Docdigital platform. Ministries, undersecretaries and the Presidency, in addition to all the other entities of the central administration, since July 1 of this year were obliged to carry out all their procedures, among which are letters, memos, official letters and circulars, through this methodology.
Segpres sources, aware of the scandal of this security violation, pointed out that the Government issued a circular between the different State agencies, in which it informs the officials that a process will begin to promote the updating of their Unique Password among citizens. , all within the framework of Cybersecurity month. A strategy, they say, that would seek to hide the impact and scope of the sensitive computer theft.
