The parliamentarians of Chile, by regulation, have prohibition of hiring against the appropriations given by Congress -extra public funds to allowances- to people who are lobbyists and / or interest managers, a situation that, according to an investigation by Regions Cooperative, the senator and president of the UDI, Jacqueline Van Rysselberghe, violates by keeping the lobbyist since 2017 Olga Osses Klein, recognized in the Biobío Region as its “chief of staff.”
On June 4, 2018, in Resolution No. 4 of 2018, the Senate agreed to regulate the payment of parliamentary appropriations. In point 10 of this, it is expressly recruitment of lobbyists prohibited, interest managers or candidates for a popularly elected office with silver from the allocations.

Prior a visa from the Ministry of Housing, said company fulfills the administrative function of link the housing committees with the Serviu in all the processing that involves carrying out a social project, until the approval and construction.
Bioconstruye was born in 2009 as an individual limited liability company, owned by Olga Osses’s sister, María Osses, but On March 28, 2018, by public deed, it became the exclusive property of Daniel Gallardo, spouse of the lobbyist.
Cabo Aroca de Hualpén Committee Project
In 2015, Bioconstruye became a sponsor of the Cabo Aroca 1 Housing Committee of Hualpén, which brings together 140 families of close friends who 11 years ago sought to unblock instances in the Ministry of Housing to access the purchase of land.

And on October 12, 2018.
In these meetings, according to the lobby registry, issues related to land expropriation were addressed.
However, it is not until the April 29, 2019, in a meeting with the then Minister of Housing, Christian Monckeberg -Current Minister Secretary General of the Presidency- in which Olga Osses declares to attend on behalf of Bioconstruye Spa and Senator Jacqueline Van Rysselberghe, that good news is beginning to be known for the Cabo Aroca committee.

Family business
The spirit of the regulation that regulates parliamentary appropriations puts certain prohibitions, such as that congressmen hire lobbyists, precisely to avoid this type of situation.
The approval of the subsidy for 5,200 million pesos implies the payment of about 85 million pesos to the company owned by the lobbyist’s husband. This, according to the interpretation table of the Exempt Resolution 1875 of 2015 of the Ministry of Housing that regulates the payment for the provision of services to the SOEs that process housing projects. Being 140 families, the figures by tranches lead to the payment of 2,922 UF.
In fact, the project in question had the installation of the first stone last June, which was attended by, among others, the current Minister of Housing, Felipe Ward, and Senator Jacqueline van Rysselberghe, both militants of the UDI.
