As detailed by Google in its official blog, as of June 1, 2021, the images that users upload to their Google accounts will be counted within the 15 GB offered in a Gmail account.

The company explained that the content that is uploaded until then will not be part of those 15 GB, so the images that you have stored so far with the “high quality” option will continue to be stored in Google Photos.
